(Reuters) - First National Bank of Pennsylvania was sued on Monday by the U.S. Department of Justice and the state of North Carolina, which accused it of lending discrimination known as redlining in the Charlotte and Winston-Salem, North Carolina markets. Redlining occurs when lenders deny or discourage mortgage applications and loans in neighborhoods based on the race, color, or national origin of people who live there. The Pittsburgh-based bank's redlining allegedly included locating and maintaining nearly all branch locations and mortgage loan officers outside these neighborhoods, and relying on majority-white areas for referrals and loan applications. The lawsuit seeks restitution to victims, a civil fine, an injunction against further redlining and other remedies. The lender ended 2023 with about $46.2 billion of assets and 350 branches in seven states plus Washington, D.C.(Reporting by Jonathan Stempel in New York, editing by David Ljunggren)

NEW YORK (AP) — First National Bank of Pennsylvania discriminated against Black and Latino homebuyers in North Carolina for a period of at least four years, the Justice Department said Monday, the latest in a long list of banks who have been caught redlining. In its complaint, the DOJ alleges that First National closed branches in majority-minority neighborhoods, failed to provide mortgage services to Black and Latino potential borrowers, and ignored entire neighborhoods for potential lending. The case comes from when FNB bought Yadkin Bank, a regional bank in the Carolinas, in 2017. “The playing field isn’t level, and that is not what we want for the people of North Carolina,” said Josh Stein, North Carolina's Attorney General. The DOJ brought the largest redlining lawsuit in history in 2023 against Los Angeles-based City National Bank, which was also found to have discriminated against Black and Latino communities over a similar time period, from 2017 to 2020.

NAIROBI, Nov 15 (Reuters) - Equipment leasing company Ethio Lease, Ethiopia's only foreign-owned firm to obtain a financial services licence from the central bank, said on Wednesday it was winding down operations in the east African country. The National Bank of Ethiopia granted a financial services license to Ethio Lease in 2019 - the first such for a foreign firm - as part of the government's economic reforms aimed at opening up the economy. New York-based African Asset Finance Company, the owner of Ethio Lease, has instructed the company to begin the process of voluntary liquidation, Ethio Lease said in a statement. "Despite their sustained efforts, Ethio Lease and its investors have been unable to achieve resolution with the Ethiopian government." Ethio Lease's license enabled it to lease equipment such as MRI scanners, tractors and drilling rigs to companies that could not import such equipment themselves due to foreign exchange shortages.

WARSAW, Poland (AP) — Poland’s central bank lowered its key interest rate Wednesday, pointing to a drop in inflation despite a still-high rate of 8.2% last month, raising concerns about the cut being a political move. The National Bank of Poland cut its benchmark rate a quarter of a percentage point to 5.75%. It was the second rate cut since Sept. 9, when the central bank surprisingly slashed rates by three-quarters of a point. That's far below Poland's 8.2% inflation rate. Poland’s currency, the zloty, was slightly stronger after the rate cut.

But officials have made clear recently that other forms of US aid are potentially in jeopardy if Ukraine does not do more to address corruption. The US has provided Ukraine with over $23 billion in direct budget support since the war began, according to the Congressional Research Service. In a statement to CNN, the Ukrainian embassy in Washington said that Ukraine has moved “ambitiously” to pass reforms, including on its IMF program. That money is also the “most closely scrutinized” form of aid to Ukraine, a senior Democratic Senate aide told CNN. The US intends to provide up to $3.3 billion in direct economic aid to Ukraine if Congress authorizes its $24 billion supplemental request for Ukraine.
